General Terms and Conditions of Sale

Article 1: Scope of Application

These general terms and conditions of sale apply to all sales of coins, medals, tokens, collectible banknotes, books, catalogs, and supplies concluded through the Ma-Shops store of Change et Numismatique Toulonnais / Maison Palombo Toulon. This remote sales service is provided by: Change et Numismatique Toulonnais 28 avenue Jean Moulin, 83000 Toulon - France

Article 2: Orders

You must be of legal age and possess the legal capacity to make a purchase on our store.

Article 3: Item Availability

All items presented are in stock. Coins and banknotes are available in limited quantities, mostly as unique individual items. Despite rigorous computerized stock management, if the number of orders exceeds the number of items in stock, we cannot guarantee delivery and will proceed with an immediate full refund.

Article 4: Prices

Prices are indicated in euros and are net, excluding shipping costs. Prices may be modified at any time without prior notice. All orders are payable in full upon ordering via PayPal or bank transfer in euros only. For any delivery outside of Metropolitan France, any potential customs duties or local taxes, as well as various declarations, remain the exclusive responsibility of the recipient.

Article 5: Shipping Costs

Our shipping costs are based on a flat-rate contribution to the postage costs charged to us by the mandated provider (La Poste, Chronopost) and the packaging costs necessary for the proper preservation of your purchase (bubble envelopes, protections, etc.).

For Metropolitan France and Corsica: We offer 3 delivery methods (please refer to the pricing table for options):

• LA POSTE: Depending on the value, we use registered mail for purchases under €500 (incl. tax) and Colissimo or UPS for orders over €500. These methods ensure security via signature-only delivery.

• CHRONOPOST: A generally faster delivery option than traditional postal services.

For EU countries, Overseas Territories (DOM-TOM), and the Rest of the World: We offer 2 delivery methods:

• LA POSTE: Registered mail for purchases under €500 and Colissimo for orders over €500. Signature-only delivery.

• CHRONOPOST: Express delivery option.

Article 6: Payment

• By PayPal: (France, EU, Rest of the World). You can verify site reliability via the HTTPS protocol and the padlock symbol.

• By Bank Transfer: Fees are the responsibility of the customer. Bank details are provided after order validation.

  • Goods will only be dispatched after our bank confirms the credit (approx. 24 to 48 hours).

  • Shipping will not proceed if the full amount is not received; please ensure all bank fees are covered by the sender.

Article 7: Delivery

Delivery is made to the address provided during the order. The delivery time includes preparation and transit time, which varies by location.

• France: Average 1 to 2 days.

• International: Average 7 to 10 days.

Note: The export of coins dated prior to the year 1500 and valued over €3,000 is subject to obtaining an export license from customs, which may cause processing delays. We cannot be held liable for late deliveries due to transport issues. Indicated times are indicative and non-contractual. For bank transfers, the payment must reach us within 5 working days; otherwise, we reserve the right to cancel the order and relist the item. For deliveries outside the EU, customs duties and taxes are your responsibility. We recommend contacting your local authorities for information.

Security: We reserve the right to cancel any order deemed "unsafe" by our fraud prevention system or due to shipping difficulties. A full refund will be issued.

In case of delay: Please check your delivery address in your account and contact your local post office. If unresolved, contact us at comptoirdechange@gmail.com. In case of loss or theft, notify us and the carrier (via registered mail) within 3 working days.

Article 8: Returns and Guarantees

If you are not satisfied with your purchase, we undertake to refund you, provided items are returned in their original packaging, with the invoice, and in the condition received, within 14 days of receipt. You must inform us prior to returning items:

Return costs are at your expense. We will refund the total order amount (including original shipping). Please follow our transport instructions; we reserve the right to refuse returns that do not comply.

Article 9: Transfer of Ownership

Ownership transfers to the buyer only after full payment of the order. The transfer of risks (loss/damage) occurs upon acceptance of the delivery.

Article 10: Data Privacy

Personal information is used only for processing orders. In accordance with the French Data Protection Act of Jan 6, 1978, you have the right to access and rectify your data. You can unsubscribe from our mailing list via your account or by emailing us.

Article 11: Access Limitations

Content use is strictly for personal use. Manual or automated copying/scraping is prohibited. All images, logos, and content are the exclusive property of the company. Hyperlinks to our site are permitted provided they do not harm our image.

Article 12: Liability

Photographs are for illustrative purposes and are non-contractual. Descriptions are based on our numismatic experience and specialized literature. We decline liability if products contravene the legislation of the destination country. We are not liable for delays caused by force majeure (strikes, fire, etc.).

Article 13: Law and Acceptance

Validation of the sale constitutes full acceptance of these terms and conditions. These terms may be modified without notice. Jurisdiction: The Commercial Court of Toulon (Greffe du tribunal de commerce de Toulon).
