The 18th Interparliamentary Conference took place in The Hague in 1913 as part of the work of the Interparliamentary Union (IPU), the international organization of parliamentarians founded in 1889 to promote arbitration, peace, and parliamentary diplomacy. Delegates from numerous countries gathered to discuss international cooperation and mechanisms for resolving conflicts through law rather than force.
The choice of The Hague was directly connected to its established role as the centre of international jurisprudence following the Hague Peace Conferences of 1899 and 1907. These conferences had created the Permanent Court of Arbitration (PCA), which had already been functioning for more than a decade.
In 1913, the construction of the Peace Palace—funded by Andrew Carnegie and designed by French architect Louis M. Cordonnier—was nearing completion. The building was officially inaugurated on 28 August 1913, just weeks before the conference convened. As the future home of both the PCA and the Carnegie Foundation, the Peace Palace provided an important symbolic backdrop to the conference’s goals.
Queen Wilhelmina was the reigning monarch of the Netherlands at the time. Although her mother, Queen-Mother Emma, no longer had any formal governmental duties, she remained a respected public figure. The likeness of Queen Wilhelmina was commonly used on official commemorative items produced for international events hosted in the Netherlands.
The plaquette manufactured by J.J. van Goor, along with the accompanying delegates’ badge, belong to the official memorabilia issued for the 1913 conference. The plaquette incorporates iconography directly tied to the event: a portrait of Queen Wilhelmina, heraldic motifs, and a depiction of the newly completed Peace Palace. The badge bears the inscription of the XVIIIᵉ Interparlementaire Conferentie, ’s-Gravenhage 1913. According to the Koninklijke Bibliotheek (KB 1068), such pieces were produced specifically for this conference and were distributed to participating delegates.
